Develop a process in which PennDOT can determine the most cost-effective surface treatment strategies and cycle maintenance available, in order to maximize available funding.

QES' responsibilities for the PennDOT Cost Benefit Analysis of Including Microsurfacing in Pavement Treatment Strategies & Cycle Maintenance study includes a thorough literature review of TRIS, TRB, AAPT, and LTPP reports focusing on surface treatments that have been or are being successfully used in agencies with geography similar to that found in PA, including Canada and Europe; conducting a research survey of surface treatment practices and experiences among other states with similar geographic conditions to those in PA; and conducting a cost-benefit analysis based on the matrix of treatments and performance developed in the research survey to determine the most cost-effective surface treatment strategies and cycle maintenance available, in order to maximize PennDOT's available funding.
