Richard Bielicki, P.E.

Senior Project Manager

Richard Bielicki, a licensed Professional Engineer, serves as a Senior Project Manager with QES and brings more than 50 years of experience in engineering, construction inspection, and quality assurance. Richard is highly experienced in DOT and DCNR policies, specifications, and inspection procedures.

Richard has held leadership roles with directing road and mine reclamation projects and served as a Research Scientist focused on mine ventilation, degasification, and equipment studies. His career spans design, permitting, construction management, quality assurance/quality control, and environmental program development, including authoring procedural manuals for the Alliance for Aquatic Resource Monitoring program at Dickinson College.

Richard holds both a bachelor’s degree in natural sciences and a master’s degree in energy resources engineering from the University of Pittsburgh.
