David Byers

Senior Project Manager

David Byers serves as a Senior Project Manager and Construction Services Area Manager with QES, bringing more than 35 years of experience in the construction industry. He has extensive expertise in DOT policy, project specifications, inspection procedures, contractor documentation, and payment processes.

Based in PennDOT District 12, David leads construction services teams on large-scale interstate projects, including the I-70 at PA-51 Interchange. He oversees inspection staff with a strong emphasis on accountability, safety, and professional growth, ensuring that each team member has the support and direction needed to deliver high-quality results. His role includes coordinating across owners, contractors, and regulatory agencies to keep projects on schedule and within budget, while maintaining strict adherence to safety and quality standards.

In addition to project delivery, David contributes to QES’s business development by cultivating client trust, identifying new opportunities, and supporting long-term partnerships. Recognized for his leadership, integrity, and solutions-focused approach, he upholds QES’s reputation for excellence through transparent communication, risk management, and a commitment to client satisfaction.

David holds a Bachelor of Science in Construction Management from East Carolina University, along with NICET Level IV and NECEPT Bituminous Field Technician certifications.
