QES' responsibility for this forensic investigation of early pavement distress at the Port of Newark Container Terminal was to perform six objectives, all of which entailed review and evaluation of existing pavement conditions. The six objectives included, performing an evaluation of the suitability of the existing pavement design; performing an evaluation of the existing conditions of the pavement, including subsurface conditions; performing a review of the construction of the pavement for compliance with plans and specifications; making a determination of the cause of all pavement distress problems; making a determination of the remaining pavement life; and making recommendations on repair, rehabilitation, and ongoing maintenance strategies.
